Police striker and brace hero Isaac Ogwang scored his and the game’s first goal when he connected home Daniel Otto’s ball on 33 minutes.
But Express hit back just two minutes after half time when Sunday Andabati crafted for Man of the Match Samuel Senyonjo to score the first of his two goals.
The game at Kavumba stayed 1-1 until 12 minutes from full time when Senyonjo completed his brace, giving the Red Eagles the lead for the first time in the match.
But as Express were counting down for their would-be third victory in five matches, they were hit by a sharp dagger.
The Red Eagles conceded a late penalty in added time and Ogwang stepped forward to complete his double from the spot and secure Police a valuable point.
Express lie third on the table with eight points, two behind leaders KCCA, after five matches. Police are four places and one point below Express.
