In Jinja, visitors, Police, were the better side in the first half yet more culpable in front of goal.
A point moves Gaddafi to 27 in eighth place after 22 games while Police have 24 points in ninth position.
At Kavumba, UPDF – winless in 13 straight league matches, settled for a point against Bright Stars.
The result leaves Bright Stars languishing third from bottom with 20 points while the UPDF are 11th with four points more.
