In a game of few chances, Okello converted after Joseph Mandela handled in the forbidden area.
Despite goalie Said Keni going the right direction, the ball hit the base of the post before settling into the back of the net.
The loss, Proline’s eleventh in 18 league games leaves them 14th on the log with 17 points, just one above the drop zone.
Asaph Mwebaze’s side leapfrogs Police in 5th with 26 points, same as Onduparaka but the fourth placed Arua based side have a better goal difference.
