Cecafa Senior Challenge Cup record champions, Uganda, will have to wait for another shot next year if they are to claim yet another unprecedented title.
The 14-time winners will for now instead meet Burundi in the third place playoff on Sunday after their journey was cut short by Zanzibar in Kisumu, Kenya on Friday.
Zanzibar will battle hosts Kenya, who edged Burundi in the the first semifinal, for the title on Sunday.
Ten-man Uganda first went behind through a Abdul-Azizi Makame header on 22 minutes.
Six minutes later, Derrick Nsibambi scored a leveller after a neat interplay with Muzamir Mutyaba, Allan Kyambadde and Hood Kaweesa.
The absence of suspended duo of Timothy Awany and Isaac Muleme was evident, Cranes coach Moses Basena being forced to withdraw out-of-sorts Shakif Bakaki for Joseph Nsubuga before half time.
But Nsubuga lasted only a few minutes before fouling an opponent in the box to earn himself a red card and the Zanzibaris a penalty.
