Bright Stars captain Senkatuka helped himself to a brace on 39 and 67 minutes as the Matugga side moved four places up to ninth on 22 points.
Alfred Aleku had given Express some hope of salvaging something from the game but the hosts, who started life without their head coach Fred Kajoba, held on for all three points.
Kajoba, the Cranes goalkeeping coach, alongside Moses Basena have travelled to the USA to further polish their credentials.
Express have won only four matches in 18, leaving the Red Eagles at the bottom of the the 16-team table with just 15 points.
